According to a 2011 report by the Human Capital Institute and Allegis Group Services, contingent or contract talent are used in some way by 95% of organizations. Because of contract talent’s peculiar nature, both HR and Procurement are often involved in managing and sourcing it at most organizations. Procurement’s expertise in managing vendors, standardizing contracting practices, providing visibility, and finding economies of scale across the enterprise make it a crucial partner in ensuring service levels, lowering risks, and controlling the cost of contract talent usage (i.e. the “contract” side of things). HR’s expertise in engaging, developing, and assessing talent is also crucial in managing the “talent” side of the issue.
