As a senior HR leader with over 25 years of experience in both the public and private sectors, David has a distinguished track record in driving successful HR initiatives. His expertise spans human resources development, personnel assessment, talent acquisition, career and succession planning, and people analytics. 

Since joining the FAA in 2016 as the Director of Human Capital Programs, David has played a pivotal role in shaping the organization's HR strategy and programs. He recently joined ATO's Employee Development Division to lead the Air Traffic Organization’s Succession and Career Planning initiatives. David holds a master’s degree in industrial/organizational psychology.
